Summary - короткое описание.
Description - длинное.

Сейчас для RPM desc устанавливает Summary и Description, хотя по описанию desc в ALR, это скорее Summary в RPM:

Поле desc содержит описание пакета. Оно не должно содержать переносов строк.

Предлагаю такой алгоритм установки полей Summary и Description: если summary не указан - берем первую строку из desc.
