- fix typo in INSTALLED_BIN variable name
- add GENERATE flag to optionally skip go generate
- add CREATE_SYSTEM_RESOURCES flag for user/dir creation control
- make GIT_VERSION optional with ?= operator
- add informative messages for skipped operations
